The Services Directive applies to the provision of a wide range of services. For example, it covers:

- activities of most regulated professions (e.g. legal and fiscal advisers, architects, vets)
- business-related services (e.g. advertising, recruitment, patent agents)
- information society services (e.g. publishing — print and web, computer programming)
- tourism and leisure services (e.g. travel agencies, tourist guides, sport centers, amusement parks)
- accommodation and food services (such as hotels, restaurants, catering)
- training and educational services (such as private universities, language schools)
- household support services (such as cleaning, private nannies, gardening)
- rentals and leasing services (including car rental)
- real estate services
